This phrase is “meigetsu-seifu-wo-harau(The bright moonlight wipes away the clear breeze)”and a couplet.　With that alone but "the moon shining beautifully" is just beautiful. With that alone "refreshing, clean wind" is refreshing earnestly.　"The moon shining beautifully" and "refreshing, clean wind" become guest and host can be full of the beauty while it is it.　It can never express the natural beaux ideal by ordinary words.
